National policies

There are a number of national public procurement policies on timber which have been developed over the past decade. The policies vary in scope and applicability. This section attempts to create an overview of the most established national policies and of the work being done to align and support implementation at an EU level.

EU Collaboration on Timber Procurement Policies

There have been numerous calls for more harmonised national procurement policies for timber, in order to effectively mobilise market forces. In order to address these calls, the UK, the Netherlands, Denmark and Belgium has collaborated and exchanged experiences on timber procurement, and considered opportunities for developing more harmonised approaches to definitions of legal and sustainable timber and to requirements for documentation. Other interested governments have been kept informed and are encouraged to participate too. The Standing Forestry Committee Ad Hoc Working Group IV on Public Procurement of Wood and Wood-based Products was launched in March 2009. The aim of the group was to exchange experiences between the Member States, Commission Services and stakeholders in order to achieve better compatibility between the different approaches applied in the Member States, and also support the EU FLEGT Action Plan. CPET has shared the UK approach and our experience with the implementation of the policy, with the group.

The report from the Working Group was published at the end of January 2011 and provides a good overview of the legal framework for public procurement in the EU, Member States policies, criteria addressing legality and sustainability and the types of evidence required to demonstrate compliance.
